The Penguin's out on parole and looks like he's going straight... but if he did so, we wouldn't have much of a story, would we? This time, the sudden popularity of a cartoon character named Peter Penguin makes our favorite villain furious and drives him back to a life of mischief. This issue is also notable for having the first Batman art by Jim Mooney, who would draw the character many a time in years to come. The cover is by Dick Sprang.
